Комітет з економічних питань Національної асамблеї Франції помилково відхилив важливу статтю про ядерну стратегію — викриту через технічну помилку поправки, що викликало широкий резонанс у парламенті та поставило під загрозу енергетичні орієнтири країни.

Що сталося?

• Відхилена стаття мала закріпити на законодавчому рівні стратегічну мету — збільшення ядерних потужностей Франції на 27 ГВт до 2050 року, у тому числі будівництво 6 реакторів EPR2 до 2035 року.
• Унаслідок помилкової поправки, поданої депутаткою Марі-Нуель Баттістель, із тексту вилучено проміжні орієнтири, що унеможливило подальше затвердження статті.

Політична реакція та енергетичні наслідки

• У парламенті почалась гостра дискусія між урядовою коаліцією та опозицією. Соціалісти заявили, що виправлення було технічним, а не політичним рішенням, тоді як прихильники ядерної програми вважають це саботажем.
• Розгляд питання перенесено на 16 червня, коли депутати мають або внести правки та повернути цілі, або переписати всю ініціативу.
• Інвестиційна невизначеність посилюється: приватні компанії очікують ясності щодо підтримки ядерного сектору, що має важливе значення для досягнення вуглецево-нейтральних цілей Франції до 2050 року.

«Ця помилка має бути виправлена, інакше ми ризикуємо втратити темп у реалізації довгострокової ядерної стратегії країни», — зазначив депутат від партії «Renaissance» Жан-Поль Матте.

PE Science and Technology Center «Psychea» on August 22, 2017, hosted a round table on the topic: «The New Energy Strategy of Ukraine until 2035 Adopted. What’s Next?»

The following issues were discussed:

1. The use of the expert evaluation system PsycheaExpertus in the development and implementation of the Energy Strategy of Ukraine until 2035. A presentation by Director of STC «Psychea» Serhii Sapehin
2. The Ukrainian energy expert community: problems, solutions. Free discussion, exchange of opinions.
3. An effective community of experts in Ukraine – the current state, prospects for development. A presentation by Executive Director of STC «Psychea» Iryna Taranovska. Leading Ukrainian energy experts took part in the discussion.

Hennady Riabtsev, the director of special projects at STC «Psychea,» was the moderator.

Director of STC «Psychea» Serhii Sapehin‘s presentation summed up the contribution made by STC «Psychea» to the development of the Energy Strategy of Ukraine until 2035.

During the discussion, the expert community articulated tasks for the PsycheaExpertus evaluation and strategic planning system.

PsycheaExpertus makes it possible to quickly and efficiently engage all experts in performing tasks. Its next task is the development of a road map, which is a step-by-step plan for the implementation of the Energy Strategy.

PsycheaExpertus is able to solve problems in any spheres, both for government agencies and the corporate sector.

The discussion about the role of the modern expert community in shaping state policy in the energy sphere touched on reputational risks of expert activity; the need to create joint expert platforms of different consensus groups to improve the quality of the documents being produced.

It was decided to continue the discussion with the help of the communication platform, the PsycheaExpertus system, to invite all interested energy experts to the discussion with the use of STC «Psychea» resources.

The «Our Village» ART EXHIBITION of paintings by Iryna Orekhova-Sapehina (canvas, oil) was held within the framework of the round table.
